Point:1 Construction Activities - Pending Building Proposal
- The Chennai Zonal Training institute of the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) caters officers of (i) Tamil Nadu & Puducherry GST Zone, (ii)Chennai Customs Zone, and (iii) Tiruchirarappalli Customs (P) Zone. The academy has been conducting more than 100 courses for the officers and stake holders covering more than 15,000 officers on a average every year for the past five years continuously. It also imparts trainings to State GST officers from Tamil Nadu as well as Puducherry Union territory on need basis.
- Currently, the institute operates from rented premises, which lacks adequate facilities for modern training needs. The existing setup has limited lecture halls, cramped office space, and a makeshift hostel, hindering the quality of training and overall experience for trainees.
- NACIN Chennai has sought administrative approval and expenditure sanction for constructing a new Zonal Campus at Nolambur, Chennai (3.26 Acres of land already purchased in 2015 at the cost of Rs 55.12 Crore). The estimated cost is Rs.163. 88 Crore. The Project will be executed through CPWD. The project includes the construction of a Training, Admin & Auditorium Block, Hostel Block, Residential Quarters, and various amenities such as a Yoga Centre, Swimming Pool, Open-air theatre, and Parade ground.
- The proposal aligns with the Government of India's Mission "Karmayogi," which emphasizes the importance of capacity building for civil servants. The new campus would help to meet the National Standards for Civil Service Training Institutions (NSCSTI), which place significant importance on the physical infrastructure of training institutes.
- Expeditious consideration and approval for constructing the new NACIN Zonal Campus in Chennai, will fulfill the long-felt need for a state-of-the-art training facility in Tamil Nadu and improve the overall quality of training for Customs and Indirect Tax officials in the region.
